This 2026 guide is for Zimbabwean motorists and imported-car buyers who want to know where to go, what documents to carry, what vehicle registration costs, and what happens after an imported vehicle arrives in Zimbabwe.
You normally deal with ZIMRA for customs clearance, ZRP/VTS for police clearance, CVR for vehicle registration and ZINARA for vehicle licensing. Mixing these jobs together is one of the main reasons buyers get confused.

What Does the Central Vehicle Registry Actually Handle?
CVR’s two headline responsibilities are straightforward: vehicle registration and driver’s-licence administration.
The Ministry of Transport lists services including first-time registration, re-registration, change of ownership, replacement number plates and duplicate third plates. CVR also handles Zimbabwe driver’s-licence records and card production after the relevant testing and biometric stages.
Zimbabwe’s integrated transport system, ZIMTIS, connects CVR, VID, ZINARA, ZRP and ZIMRA. That helps explain why a missing record from one organisation can hold up a transaction elsewhere.
Do not arrive at CVR assuming that paying import duty means the vehicle is already registered. Customs clearance and vehicle registration are separate stages.
Where Is the Central Vehicle Registry in Harare in 2026?
This is one part of the process where online information currently conflicts.
The Ministry of Transport’s current CVR information displays a location at 13th Floor, Kaguvi Building, Harare. The Ministry’s main switchboard is listed as +263 242 700991-9, while CVR information gives working hours of Monday to Friday, 8:00 am to 4:00 pm, excluding weekends and public holidays.
However, Zimbabwe government embassy pages still publish 29 Robson Manyika Avenue, Causeway, Harare as the CVR address, together with older CVR telephone contacts.
Because official Zimbabwe sources currently show different Harare location information, call the Ministry/CVR before travelling and confirm which office handles your particular service.
This matters even more if you are handling a driver’s-licence biometric or conversion issue rather than a normal vehicle-registration transaction.
How Do You Register an Imported Vehicle in Zimbabwe?
For a freshly imported vehicle, this is the order I would follow.
Finish the ZIMRA side first
Vehicles acquired outside Zimbabwe must complete the applicable customs formalities before local registration. Keep all import and customs documents together from the beginning.
Complete the required police clearance
The Ministry lists police clearance from the Vehicle Theft Squad among the requirements for first-time registration. Imported-vehicle procedures have also referred to a limited validity period for police-clearance forms, so do not obtain it unnecessarily early.
Prepare the CVR registration file
Use the full document checklist rather than relying on a short summary copied from an old website or social post.
Submit the registration and pay the current fee
The 2026 statutory fee schedule puts first-time motor-vehicle registration at US$50.
Collect the applicable registration documents and plates
Imported-vehicle registration can also be processed through designated ZIMRA points acting for CVR, depending on the port and operational arrangement being used.
Complete the ZINARA licensing stage
Registration and vehicle licensing are not the same transaction. ZINARA handles motor-vehicle licensing and the licence disc.

Do not scatter customs receipts between your glovebox, WhatsApp, email and different folders. Registration is exactly the kind of process where the document you thought was finished with suddenly becomes useful again.
One imported Toyota Sienta Station Wagon from Japan was successfully issued a Zimbabwe Vehicle Registration Book in April 2025. The document records the vehicle as a first registration for an imported vehicle, showing how the process ends once the required customs, clearance and registration records are accepted.
What Is the Vehicle Registration Cost in Zimbabwe in 2026?
For ordinary vehicle owners, Statutory Instrument 10 of 2026 is the figure that matters more than an old Facebook post, screenshot or directory listing.
The US$15 ownership-change charge when retaining existing plates is especially useful to know because ownership transfer does not automatically mean a new registration number must be issued.
Why Do Some CVR Websites Show Different Prices?
Because a price displayed on an online portal is not automatically the same thing as the statutory government fee.
The Central Registry Online service page supplied for this guide currently advertises amounts for services including vehicle registration, ownership changes, driver’s licences and foreign-licence conversion.
Some of those advertised amounts differ from the statutory fee schedules.
Get the answer in writing. Do not assume that a service-provider price automatically replaces a statutory fee.
What Changed With the Zimbabwe Driver’s Licence?
Zimbabwe introduced its newer national driver’s-licence system in June 2023, replacing the older five numerical classes with 13 alphanumeric licence codes.
For a new Zimbabwe drivers licence, VID and CVR perform different parts of the job. VID handles the applicable testing stages, while CVR uses the resulting records and biometric data for licence-card production.
Zimbabwe Licence Fees Referenced in SI 119 of 2023
- US$25 — road test for codes A or B
- US$30 — road test for D1, D1E, C1, C1E or R
- US$40 — road test for C, CE, D or DE
- US$15 — licence production after successful testing
- US$15 — duplicate driver’s licence
- US$50 — urgent original or duplicate licence
- US$100 — international driving permit
So if someone asks for the “new price of a Zim licence”, there is no honest single-number answer. The amount depends on whether they mean testing, first-time production, a duplicate, an urgent licence, an old-card conversion or a foreign-licence conversion.
Can You Drive in Zimbabwe With a Foreign Licence?
Yes, if you are a genuine visitor and hold a valid recognised foreign licence or applicable international driving permit.
Zimbabwe’s Road Traffic Act provides recognition for a person who is not ordinarily resident in Zimbabwe and holds a valid foreign driver’s licence, or an international driving permit issued under the relevant convention, for the corresponding vehicle class.
The position is different for a person who has been granted immigration permission to remain in Zimbabwe temporarily or permanently.
I would not publish a blanket 90-day, six-month or one-year rule unless the current legal provision applying to the driver’s immigration status has been confirmed.
If you are relocating to Zimbabwe rather than visiting, confirm the current conversion requirement directly with CVR.
How Do You Convert a Foreign Licence to a Zimbabwe Licence?
Statutory Instrument 119 of 2023 provides for conversion of a foreign driver’s licence. The applicant submits the foreign licence or international driving permit together with supporting documents, including an English translation where necessary and a confirmation letter from the issuing authority where required.
The statutory instrument specifies a US$100 conversion fee.
The supplied Central Registry Online portal currently advertises a different amount for its foreign-licence conversion service, so confirm whether that figure represents a portal/service charge, government charge or bundled service before paying.
Changing Ownership Is Different From Registering an Imported Vehicle
Buying an already registered vehicle inside Zimbabwe is a different transaction from registering a freshly imported car.
For change of ownership, the CVR documentation normally includes the original registration book, applicable registration plates, completed transfer documentation, police clearance, buyer/seller identification, proof of residence, insurance documents and relevant tax documentation.
ZIMRA also has rules dealing with Special Excise Duty on certain second-hand vehicle transfers, so do not assume that an ownership-transfer fee is the only amount relevant to the transaction.

1. Using an old vehicle-registration fee screenshot
Vehicle-registration charges changed in 2026. Use the current statutory schedule as your starting point rather than a screenshot copied from an older post.
2. Assuming every CVR-looking website is an official government website
The Ministry of Transport has specifically warned motorists about fraudulent websites impersonating the Central Vehicle Registry. Verify the organisation you are paying before submitting personal documents or money.
3. Treating CVR registration and the ZINARA licence disc as one transaction
They are separate. Vehicle registration establishes the vehicle’s official registration record. ZINARA handles the vehicle-licensing stage and licence disc.

Then call the relevant CVR or Ministry contact and ask two direct questions:
“Which Harare office is handling this transaction today?”
“Has any document or payment requirement changed since the 2026 fee schedule?”
